Alabama Used Car Inspection Requirements: No Emissions Test, $90 Rebuilt Inspection

Alabama has no emissions test and no periodic safety inspection for used cars. The Alabama Department of Revenue says it plainly: state law doesn't provide for emissions testing. The inspections that do exist are narrow. A licensing official checks the VIN and ownership papers on vehicles that only get a registration and no title, and a salvage car needs a $90 rebuilt inspection by a Department of Revenue motor vehicle inspector before it can carry a rebuilt title.

I checked the Revenue FAQs and the state administrative code on Oct. 20, 2026, mostly because Alabama's rules on old cars and title exemptions confuse people who move in from Georgia or Tennessee. Nothing here requires a trip to an inspection lane. The rebuilt process, though, has a waiting period and a dealer-license wrinkle that catches private buyers off guard.

No emissions test, by statute

The Department of Revenue's FAQ titled "Are emissions testing a prerequisite to registration?" answers in one line: no, Alabama law does not provide for emissions testing of motor vehicles. That covers the whole state, Birmingham and Mobile included. We also didn't find any periodic safety inspection for passenger cars in the registration requirements Revenue lists.

What registration actually requires

Revenue's registration prerequisites FAQ lists three things that matter for a used-car buyer:

  • A title, for any vehicle that requires one, applied for through a designated agent of the Department
  • A VIN and ownership documentation inspection, but only when a title isn't required and just a registration is issued. The licensing official or a deputy inspects the vehicle and the paperwork at each change of ownership. Renewals don't need it.
  • Alabama liability insurance before registration. Since Jan. 1, 2013, tag offices try to verify it electronically through the state's Online Insurance Verification System.

So for most buyers of a newer car with a title, nobody physically looks at the vehicle at all. The VIN check is aimed at older cars that are registered without a title, which is a separate rabbit hole covered in our Alabama private-sale title transfer guide.

The rebuilt inspection for salvage cars

This is the only real inspection in Alabama, and it's not about safety. Revenue's rebuilt inspection FAQs and the state rule both put the fee at $90: $75 for the inspection and $15 for the title. Revenue describes the inspection's purpose as making sure the identification numbers on the vehicle or its parts haven't been removed, altered or tampered with, and that nothing on the car appears to be stolen. After approval, the Department attaches an inspection decal with a unique number and issues a title with the legend "REBUILT," per Ala. Admin. Code r. 810-5-75-.28.

A few practical details from the FAQs:

  • You can't drive to Montgomery and get inspected the same day. The application is processed first, then a Motor Vehicle Inspector contacts you and picks a location. Revenue says that generally happens within 1 to 2 weeks.
  • Since April 1, 2024, paper applications aren't accepted; owners apply through MyDMV with electronic payment.
  • If you didn't own the car before it was salvaged, Revenue says Section 32-8-87 requires a master dealer regulatory license to apply. If you owned it before the salvage event, you can apply yourself with the salvage title, bills of sale for replaced parts and proof of your prior registration.

That dealer-license rule is the part I'd underline. Buy a salvage-title car at auction in Alabama without a dealer license, and you may not be able to put it through the rebuilt process yourself. Read our Alabama salvage and rebuilt title rules before you bid.

Checking a car the state never inspects

Honestly, the lack of a state test just moves the work to you. Get a pre-purchase inspection, check the VIN against NMVTIS for brands from other states, and look for flood signs on anything that came up from the Gulf Coast after a storm. Tax is handled when you title; the Alabama used car sales tax post explains the state and local layers.

A history report helps on the parts a mechanic can't see, like prior total-loss claims in another state. CarVins resells CARFAX and AutoCheck under license and is not affiliated with either. As of late October 2026 a single report was about $5.50 for a guest, $4.50 for a member, and around $6.75 for both, while buying direct costs roughly $39.99 to $44.99. Confirm at checkout.
