Louisiana Used Car Inspection Requirements: Brake Tags End in 2027

Act 701 ends Louisiana's brake tag for most personal vehicles on Jan. 1, 2027. What that means for used car buyers now, and why five Baton Rouge parishes still test emissions.

Louisiana Used Car Inspection Requirements: Brake Tags End in 2027

Louisiana's brake tag is on its way out. Under Act 701 of 2026, most personal vehicles stop needing a safety inspection sticker on Jan. 1, 2027, and get a $6-a-year vehicle ID sticker with a QR code instead. Police already can't ticket you for a missing or expired inspection sticker between June 30, 2026 and Jan. 1, 2027. The big exception is the Baton Rouge area: Ascension, East Baton Rouge, Iberville, Livingston and West Baton Rouge parishes keep emissions testing until the EPA approves a change.

I read the enrolled text of Act 701 (HB 1085), the current statutes on the legislature's site and recent Baton Rouge coverage on Oct. 20, 2026. Rules from the Office of Motor Vehicles are due by Dec. 31, 2026 and weren't out when I checked, so some details below could still shift.

What changes on Jan. 1, 2027

The enrolled act rewrites the periodic inspection law so it covers commercial vehicles inspected under federal motor carrier rules, covered farm vehicles over 26,000 pounds and student transportation vehicles. It creates a Louisiana Vehicle Identification Program sticker for every registered motor vehicle. That sticker carries the VIN, has to be visible to law enforcement, can include a QR code or barcode, and its fee can't exceed $6 a year, though it can be collected every two years. Section 5 is the no-ticket window. Section 6 sets Jan. 1, 2027 as the effective date everywhere outside the emissions parishes.

KALB reported that Gov. Jeff Landry signed the bill on June 2, 2026, and that 59 of the state's 64 parishes switch to the QR sticker. You don't have to rush out for one. WBRZ reported on Oct. 4 that, according to a state representative relaying what OMV told him, the QR sticker will be issued when you register a vehicle, renew, or update a name or address.

Buying a used car before Jan. 1

Until then, current law still describes the old system. Under R.S. 32:1306, stations sell one-year or two-year certificates at $10 for each year, with an extra $8 in the emissions parishes. New residents are supposed to register and have a valid inspection within 30 days of getting a Louisiana driver's license under R.S. 47:513.2. In practice, the no-citation window in Section 5 applies statewide, so officers aren't supposed to write anyone up for a missing or expired sticker this fall.

For a buyer, a fresh brake tag on the windshield has stopped meaning much. Stations have been losing business, and WBRZ talked to one Baton Rouge owner who said many shops have quit inspections entirely. If a seller points to a new sticker as proof the car is sound, treat it as a nice extra at best. Get your own mechanic to look at it.

The Baton Rouge parishes keep emissions testing

The five parishes in the Baton Rouge ozone area are a separate case. For them, Section 6 says the act takes effect only if and when the EPA adopts the state's revised air plan. WBRZ reported that the Louisiana Department of Environmental Quality told the station emissions testing stays in effect for now. The bill's own sponsor, Rep. Larry Bagley of Shreveport, told WBRZ he didn't know the test existed when he wrote the bill.

According to LDEQ's vehicle FAQ (its site blocks automated checks, so I cite it unlinked, read Oct. 20, 2026), the program tests gas vehicles 10,000 pounds GVWR or less registered in those parishes, includes an OBD II check, and costs $18. A car that fails gets an orange temporary sticker good for 30 days and one free retest at the original station. If you're buying in Ascension, East Baton Rouge, Iberville, Livingston or West Baton Rouge, a lit check engine light is still a real problem. Ask about it before you agree on a price.

What to check now that the sticker is going away

With routine inspections ending, you lose a basic, if flawed, filter on brakes, lights and tires. That puts more of the job on you. Flooding is a regular story in south Louisiana, and a brake tag never caught water damage anyway. Our post on Louisiana flood and salvage used cars covers the warning signs. Search the title on NMVTIS, and read our Louisiana private-sale title transfer guide before you sign anything at a notary. Taxes are covered in our Louisiana used car sales tax post.

CarVins is a licensed CARFAX and AutoCheck reseller and is not affiliated with either. As of late October 2026 a report cost about $5.50 for guests and $4.50 for members, or roughly $6.75 for both, against retail prices around $39.99 to $44.99. Check the total at checkout, and run the VIN yourself. On a car that came out of south Louisiana, a seller's printout is the last thing you should rely on.
