Rhode Island Title Transfer in a Private Sale: 7% Tax, Title and Inspection

Rhode Island taxes private car sales at 7%, using book value on cars 7 years old or newer, with tax due by the 20th of the following month. Every used car now gets a $53.50 RI title, and inspection is due within 5 days of registration.

Rhode Island Title Transfer in a Private Sale: 7% Tax, Title and Inspection

In a Rhode Island private sale you need the seller's signed title plus a bill of sale, and for most cars that means any model year 2001 or newer. You then pay 7 percent sales tax by the 20th of the month after the sale, apply for a Rhode Island title ($53.50) and registration at the DMV, and get the car inspected within 5 days of registering unless it already has a valid RI sticker. Older cars have a few exceptions, and a car coming from another state also needs a police VIN check.

I read the RI DMV's registration, titles, sales tax, fee table, VIN check and inspection pages on October 16, 2026; the fee table says it was last updated June 2, 2026. Below are just the parts that apply when you buy from a private person.

Which paperwork the seller owes you

The DMV's new registration page says the seller signs the back of the title if the car is model year 2001 or newer, and you need a bill of sale either way. A title is required unless the car is older than model year 2001 and comes from a jurisdiction that did not title it.

Older cars trip people up. Before January 1, 2024 the state did not title model year 2000 and older vehicles. Now, per the registration, plates and titles overview, it depends on when the seller registered the car. If an older RI car was first registered to the seller before 1/1/2024, the seller gives you a bill of sale and proof of ownership such as an old registration or a paid sales tax form. If the seller registered it on or after that date, they must hand you a title in their name, assigned to you, plus a bill of sale. So a seller of a 1998 pickup who says "Rhode Island doesn't do titles on old trucks" may be a few years out of date.

Whatever the year, make sure the name on the title or registration matches the person taking your money. Check the face of the title for a lien too; the DMV wants an original lien release before it will issue you a clean title.

Sales tax: 7 percent, and the book-value floor

The DMV sales tax page lays out the private-party rules. For a car 7 years old or less, tax is 7 percent of the NADA Clean Retail book value or the sale price, whichever is greater. For cars 8 to 29 years old, it is 7 percent of the sale price, unless the car is on the state's "Cars of Particular Interest" list, in which case book value or price applies, whichever is higher. That book-value rule surprises a lot of buyers. If you get a 2022 SUV cheap from a friend, you may still owe tax on its full retail book value, not the bargain price.

Timing matters even if you are not ready to register. Tax is due by the 20th of the month after the sale; the DMV's example is a July 26 bill of sale owing tax by August 20. Late payment adds interest and penalties. The Division of Taxation's own motor vehicle tax regulation says the same and requires a bill of sale showing the selling price. You can pay at the DMV when you register or earlier at the Division of Taxation. Compare other states in our used car sales tax roundup.

Titling, registering and what it costs

The RI titles page says all used vehicles, regardless of model year, now get a Rhode Island certificate of title when sales tax or registration is paid, and that a buyer has to pay sales tax and title the car in their own name even if they never register it. You fill out the sales tax form (T-334) and the TR-1 registration application. For registration, bring valid RI insurance, the bill of sale, the gross vehicle weight rating from the door-jamb sticker and your RI license or ID.

The registration and title fee table lists a transfer title at $53.50, which includes a $3.50 technology surcharge. New passenger registration is based on vehicle weight, prorated by date, plus $3.50 and a $20 DOT surcharge per year, plus an EV fee where it applies. On a $10,000 car, that is roughly $700 in tax alone, plus title and plates.

Inspection within 5 days, VIN checks for out-of-state cars

According to the DMV's inspection requirements, every newly registered used vehicle must have a valid Rhode Island inspection sticker or pass a safety and emissions inspection within 5 days of registration, or the registration can be suspended. A failed inspection on day four is a lousy way to learn about a bad catalytic converter, so get a mechanic to look at the car before you pay.

If the car was last registered or titled in another state, the VIN check page says you need a VIN check from a local municipal police department, bringing the title or proof of ownership and the car. The DMV issues 5-day temporary plates just for driving to that police inspection. Our VIN verification for title transfer guide covers where to find the VIN stamps.

Run the history before the handshake

Rhode Island's salvage process has its own forms and a required inspection after rebuild; read our Rhode Island salvage and rebuilt title rules if the listing mentions either. Check brands on NMVTIS and pull your own report rather than accepting the seller's PDF; we cover why in CARFAX for private-party sales. CarVins resells official CARFAX and AutoCheck reports under license and is not affiliated with CARFAX, AutoCheck or Experian. As of mid October 2026, expect around $5.50 as a guest, about $4.50 with a membership or near $6.75 for both reports, where buying direct runs about $39.99 to $44.99. Prices get adjusted from time to time, so go by the checkout total.
