Virginia Used Car Inspection Requirements: Yearly Safety, NoVA Smog

Virginia still requires a safety inspection every year for cars registered in the state, at a station licensed by the State Police, and the most a station can charge for a regular car is $20. If the car is kept in Northern Virginia (Arlington, Fairfax, Loudoun, Prince William or Stafford counties, or the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park), it also needs an emissions inspection every two years, and DMV won't register it until it passes. As of Oct. 20, 2026, the annual safety rule is still on the books.

I read the Code of Virginia sections on safety and emissions inspections, a 2026 act changing inspector rules, and DMV's emissions and new-resident pages on Oct. 20, 2026. Virginia DEQ's site, which runs the emissions program, blocks automated checks, so I relied on the statute and DMV for emissions details.

The annual safety inspection

Va. Code 46.2-1157 requires any vehicle registered in Virginia and driven or parked on a highway to be inspected by an official station. Section 46.2-1158 says a car must be reinspected within 12 months of the month of its first inspection and every 12 months after that. A failed car gets a rejection sticker good for 15 days. Subsection E of 46.2-1157 also bars police from stopping you just for an expired sticker until the first day of the fourth month after it ran out, which doesn't make an expired sticker legal.

The fee caps are in 46.2-1167: $20 for most cars, $12 for motorcycles and $51 for heavy trucks and big passenger vehicles. If you bring a rejected car back to the same station while the rejection sticker is still valid, the recheck can cost no more than $1.

Did Virginia drop safety inspections in 2026?

No. I saw claims online that a 2026 bill stretched inspections to every 24 months. The act I found, 2026 Acts Chapter 743 (HB 1145), approved April 13, 2026, changes 46.2-1166 so stations need certified safety inspectors. It doesn't change how often you go. When I checked on Oct. 20, 2026, 46.2-1158 still read every 12 months. If that changes, we'll update this.

Emissions in Northern Virginia

DMV's emissions page lists the ten localities above and says inspections are valid for two years. You can pass at a certified station or by driving past a RAPIDPASS roadside sensor. DMV updates the record automatically, usually within 24 hours. No vehicle that's due will be registered or renewed until it passes or gets a repair-cost waiver.

Exempt vehicles include gas cars more than 25 model years old, gas vehicles over 10,000 pounds GVWR, cars powered only by clean fuel like electricity, motorcycles, and new or demonstrator cars titled for the first time (four years). Used cars of the current and three previous model years are exempt for up to four years. DMV says the $2 yearly emissions fee still applies at renewal for exempt older cars and qualified hybrids. Section 46.2-1177 sets the program as biennial. For the test price, DMV refers you to DEQ.

The timing rule catches buyers. DMV says that to register for one year or transfer plates, the emissions certificate needs more than three months left. A two-year registration needs at least 15 months, and three years needs at least 27. Buy a car whose certificate expires soon and you may need a fresh test before DMV will do anything.

Buying out of state or moving here

Section 46.2-1158.01 lets you drive a car bought outside Virginia home without a Virginia sticker, and lets auction buyers drive straight to an inspection station. DMV's new-resident page says to title within 30 days of moving and register within 30 days, and a car must pass the safety inspection before you drive it here. A valid emissions certificate from the last 12 months from another state can stand in for the Virginia emissions test the first time you register.

What an inspection sticker doesn't cover

A fresh sticker means the brakes, lights and tires passed that day. It doesn't tell you about a salvage history, flood damage or an odometer rollback. Check brands on NMVTIS, and if a car has been rebuilt, read our Virginia salvage and rebuilt title rules. The Virginia private-sale title transfer guide and the Virginia used car sales tax guide cover the DMV steps and the sales and use tax.
