Wyoming Used Car Inspection Requirements: $10 VIN Checks and Rebuilt Decals

Wyoming doesn't test emissions and doesn't run a safety inspection program, but any car coming in on another state's title needs a VIN inspection by a law enforcement officer before the county clerk will title it. The fee is $10. Salvage cars add a second step, a free WYDOT rebuilt salvage decal that an officer has to see on the door jamb before the clerk will title and plate the car.

One warning before anything else. WYDOT says it will brand a title based on what shows up in the national title database, even when the paper title in your hand looks clean. I read WYDOT's salvage page, its title and VIN inspection form, its rebuilt decal application and a county sheriff's VIN page on Oct. 21, 2026.

No emissions test or safety inspection

Wyoming isn't on the EPA's list of state and local I/M programs (updated Sept. 18, 2026), and none of the WYDOT pages I read mention a periodic safety check. So the VIN inspection is the only time anyone official looks at a car you buy in another state, and even then the officer is reading numbers, not testing brakes.

The out-of-state VIN inspection

WYDOT's title application and VIN inspection form (MV-300A) quotes the statute. For a vehicle registered or titled in another state, and for homemade, rebuilt, reconstructed, kit-built or bonded vehicles, the title application needs a current statement from a Wyoming law enforcement officer saying the VIN was inspected in Wyoming. A licensed Wyoming dealer can do it, but only for cars in its own inventory. The fee is $10 per VIN, or one $10 fee when a VIN and a boat's HIN are inspected together.

If the car isn't in Wyoming yet, the same form says the VIN can be inspected and certified on a WYDOT-approved form by an authorized city, county or state law enforcement officer, a commissioned officer at a federal military installation, or anyone else authorized by law. The form then goes to the county clerk where you're titling, along with the fee.

How easy this is depends on the county. The Goshen County Sheriff, for example, says any law enforcement officer can verify the VIN, that its office will do the inspection 24 hours a day, and that it will come to the car if the car can't legally be driven. The Goshen County Clerk collects the $10, as of Oct. 21, 2026. Call your own sheriff or police department first, because hours and policies vary.

Salvage titles and the rebuilt decal

WYDOT's salvage vehicles page defines a salvage vehicle as one an insurer declares a total loss, or, when no insurer is involved, one with damage over 75 percent of its actual retail cash value. The owner or insurer applies to the county clerk for a title branded "Salvage." The rule doesn't apply to vehicles currently titled in Wyoming with more than eight years of service, commercial vehicles or trailers. A car arriving with an out-of-state salvage title has to get a Wyoming salvage title and apply for a rebuilt salvage decal before it can be registered.

The decal process runs like this:

  • Get a Wyoming salvage title (with restricted registration) in your name at the county clerk.
  • Mail WYDOT the decal application, a copy of the salvage title and a photo of the repaired car. The decal itself is free.
  • Stick the decal on the driver's side door jamb.
  • Have law enforcement inspect the car and sign the Certification of Correct VIN form that comes with the decal.
  • Take everything back to the county clerk for the title and plates.

The MV-600 decal application asks for the repairer's name and address and a description of the damage before repair, and the owner swears no stolen parts were used. It also notes that cars declared salvage because of hail or theft don't need the decal. In hail country, that exemption is worth knowing about.

What buyers should take from this

Sellers of branded cars have to disclose the brand on a Branded Title Disclosure Statement, but disclosure only helps if the brand made it onto the title. WYDOT's own warning that it brands from NMVTIS data tells you how often paper titles lag behind. Check the VIN before you pay, not after the clerk flags it. Our Wyoming salvage and rebuilt title rules and Wyoming salvage title rules posts cover brands in more depth. For an ordinary sale, see the Wyoming private-sale title transfer guide and our Wyoming used-car sales tax post.
